Social partners are key players in the development of vocational education and training. It is a widely supported statement in the European Union and its member states. However, it is easier said than done. The transition economies of South Eastern Europe are only slowly recovering and most companies are fragile and having mainly short-term visions and perspectives. Because investing in education and training is leading to longer-term results, companies and their representing social partners do not consider it as a high priority. How can the general idea to promote social partnership in South Eastern Europe be given shape and should social partners be involved in all parts of the policy design and policy development processes? The [European Training Foundation] ETF carried out a peer learning exercise in 2008 focussing on the role of social partners in education and training in the construction and tourism sectors in Croatia, the former Yugoslav Republic of Macedonia, Serbia and Turkey. This report aims to illuminate the issues discussed and provide evidence of the insights and reflections of the peers. It should be seen also as a possible tool to support the stakeholders’ capacities to formulate and implement systemic education reform policies, where the added value is the participation of social partners in the reform agenda in each country.

This yearbook focuses on the particular approach of the European Training Foundation (ETF) to working with its partner countries through the methodology of policy learning. Policy learning is defined by the ETF as ‘the ability of governments and other stakeholders to inform policy development by drawing lessons from available evidence, experience and their own past - [it] can lead to sustainable development policies in partner countries’. The first part draws lessons from a systematic approach to putting policy learning into action, covering countries in transition and countries and regions with different contexts and governance systems (such as Morocco, Turkey, Kyrgyzstan and the Western Balkans) and focusing in particular on vocational education and training (VET). The second part contains a collection of essays by authors who each have a different perspective, often a combination of academia, policy practice and educational change, on the world of education policies and how to change them. Apprenticeship covers the training of those who work at enterprises to acquire a vocation within the scope of Law No. 3308, amended in 2001 into Vocational Education Law No. 4702. The amendments increased the role of social partners like professional organisations of employers and gave them new planning and implementation responsibilities in training activities. Despite the efforts, the status of apprentices in Turkey has remained rather low. This paper is based on the findings of 'Third Policy Learning Workshop, Turkey' where the apprenticeship system is discussed together with some 40 stakeholders; and a series of in-depth interviews on the role of social partners in Turkey. The studies revealed that to boost up the status of apprenticeship in Turkey better publicity is needed; and a well established quality monitoring and advising systems to be implemented; and the clarity of the value and the use of the master certificate to be established.

Apprenticeship in Turkey covers weekly five days training in enterprises and one day in a training centre to acquire a vocation within the scope of Law No. 3308. Amendments to the Vocational Education Law in 2001 have increased the role of social partners as professional organizations of employers and gave them new planning and implementation responsibilities in training activities. Despite the efforts, the status of apprentices in Turkey has remained rather low. This chapter is based on data gathered through a series of in-depth interviews on the role of social partners in Turkey. The results reveal that to boost up the status of apprenticeship in Turkey, better publicity is needed; a well-established quality monitoring and advising system is to be implemented, and the value and use of the mastership certificate need to be clarified.
